This section is Volume 9's governance layer, built on top of Section 1's connection and Section 2's primitives. Sections 1 and 2 prove a connection works. This section proves that a working connection is not automatically a safe, correctly-scoped, or provably correct one — each of those is a separate, specific claim this section measures rather than assumes.
