Enterprise Governance and Adoption

Enterprise governance must survive portfolio scale, release pressure, incidents, vendor changes, and organizational turnover. A committee that can advise but cannot identify an owner, stop a deployment, inspect current evidence, expire an exception, or trigger reassessment is not an operating control. These chapters design governance as a lifecycle state machine connected to delivery and runtime systems. They model risk as scenarios rather than unexplained scores, and adoption as measured workflow change rather than license activation.
